The UK maintains a quango, the Office for Digital Identities and Attributes, on top of civil service programs driving digital identity which won't go away.

Financial institutions bear the cost of developing and implementing the technology, and citizens, in turn, have no practical choice but to comply if they wish to open a bank account, take out a loan, or otherwise participate in the modern economy.

This trend represents a significant escalation in the "rabbit hole" of digital control, normalising highly intrusive data collection for non-essential activities, systematically eroding the potential for online anonymity, and creating vast, centralised corporate databases of verified identities which present an irresistible target for both malicious actors and state intelligence agencies.

LinkedIn, the world's preeminent professional networking platform, stands as a prime example of this shift. The company has established partnerships with third-party identity verification firms, such as CLEAR in North America and Persona globally, to allow users to verify their profiles. The process is invasive, typically requiring the user to submit a high-resolution image of a government-issued ID, such as a passport or driver's licence, and often a live biometric selfie to be matched against the ID photo using facial recognition technology.

While this verification is currently presented as an optional feature to enhance "trust and credibility," it creates powerful social and professional pressure to comply. A profile bearing a verification badge is implicitly granted a higher status of authenticity, potentially disadvantaging those who are unable or unwilling to submit their sensitive documents to a corporate third party.

This is not an isolated phenomenon. Other major platforms, including Meta (Facebook) and Google, are developing and deploying similar verification systems across their ecosystems. The public justifications for these systems are invariably framed around laudable goals: combating the spread of "disinformation" from fake accounts, enhancing cybersecurity, protecting children from harmful content, or creating a safer online environment.

However, these platforms are not merely responding to a problem; they are actively shaping the regulatory environment to their advantage. Tech giants have been heavily involved in lobbying for government-led digital identity frameworks, such as the EU's eIDAS 2.0 regulation, which seeks to create interoperable "digital identity wallets" across the continent. This dynamic allows them to appear as compliant partners in a government-led initiative, effectively "creating the need and then providing the solution".

Access to the modern public square—which is now largely hosted on these private platforms—is becoming contingent on receiving clearance from a small number of unaccountable corporate gatekeepers and their verification partners. This inserts a private, for-profit intermediary between a citizen and their ability to speak, associate, and work online. In such a system, the power to "de-verify" an individual or to deny verification in the first place becomes a potent, extra-judicial form of censorship and social exclusion, with no clear mechanism for due process or appeal.

The primary difference is one of organisation and justification: in China, the system is a unified, top-down state project aimed at enforcing social and political norms, whereas in the West, it is an emergent property of a decentralised system driven by a confluence of commercial interests (surveillance capitalism) and state security imperatives (financial and national security surveillance).

This "authoritarian creep" is not necessarily the result of a single, malicious plan. Instead, it is the logical outcome of a series of discrete decisions, each justified by a rational appeal to security, efficiency, or safety. The normalisation of surveillance in the post-Snowden era has created a climate of "surveillance realism"—a widespread public resignation to the loss of privacy and a belief that pervasive monitoring is an unavoidable feature of modern life. Corporations gain access to more reliable, verifiable data on consumers, enhancing the precision of their behavioural prediction products. The state, in turn, outsources the immense cost and political risk of building a centralised identity system to the private sector, compelling compliance through financial and digital service regulations.

In a world where access to banking, employment, social connection, and even the digital public square is contingent upon a verifiable digital identity, the space for anonymity, dissent, and non-conformity shrinks to the vanishing point.

A core principle of this legislation must be data minimisation, legally requiring companies and government agencies to collect only the data that is strictly necessary to provide a requested service, and no more.

Prohibit Surveillance-Enabling Features in Digital ID Systems: All legislation authorising the creation of digital identity systems, such as digital driver's licences, must include explicit, unambiguous prohibitions on surveillance capabilities. Corporations must be incentivised, through a combination of regulation and consumer pressure, to move away from business models predicated on the mass extraction and monetisation of "behavioural surplus" and toward models based on providing genuine value and service to users who are treated as customers, not as raw material.

Supporting these groups financially and through active engagement is one of the most effective ways to push back against the expansion of the surveillance state.
